RSS its just part of the idea.

There is already an announcement box

In the page it says "The box will contain site-wide information, such as
notices of downtime, or new software features. It will also contain
information about specific Wikia. The box can promote wikis, or specific
sections within a wiki. They might be used to announce special milestones,
or to get help in certain areas."

In the past it has been use for the issues we are complaining here

Because talk page is as useful thing, but as you said "but that still only
reaches those who
decide to" read randomly their talk page, i dont read my talk page unless i
require, if i get many issues by reports in the new extension i do comments
but not go on talk pages, i go to IRC in any case and then wait or use the
mail list. So its a little bit more wide the talk pages but falls on the
same error.

Will the talk msg tool will delivers you a msg or just will appear like a
the wiki announce?

The RSS its just an easy way to put the info for easy access, the way to
feed it to the community (in my idea is by using the existing
MediaWiki:News_Box)
