RSS its just part of the idea. There is already an announcement box http://www.wikia.com/wiki/Wikia_news_box
In the page it says "The box will contain site-wide information, such as notices of downtime, or new software features. It will also contain information about specific Wikia. The box can promote wikis, or specific sections within a wiki. They might be used to announce special milestones, or to get help in certain areas." So its a little bit more wide the talk pages but falls on the same error. Will the talk msg tool will delivers you a msg or just will appear like a the wiki announce?
