Yes, understand what you mean about it jumping around. We'll review this 
to make sure we're getting the consistency that's expected. Quartz 
allowed for admin customization just like Monobook... either by editing 
the css directly or via the skin chooser. The thing we added into it 
that could have the effect you mention is a personal preference view and 
whether that overrides the admin view.  We still want to provide a way 
for admins to easily customize a wiki's look before having to know css 
to do it... so we'll review to see if we can resolve any consistency issues.
