Sanskrit uses 'M' for 'ं' (Anusvara), since you have not yet taken 'M' you may
follow same. If its pronunciation closely matches with 'ng', I suggest 'nG'.
Anyway avoid '&'.

Sometimes within transliteration we will force for a ligature formation to
support a common usage. When we want to break it, even without introducing ZWNJ
in text, we can use '_', because of its visual 'look' that being part of a word
that keeps two characters away from touching. We are using ZWNJ for same
purpose technically for different situation(s). So '_' can be used for two
mutually exclusive conditions.

I can't show such a situation in Assamese as I don't know it. To clarify I show
an example in Malayalam:

In Malayalam transliteration, typing 'n' will produce 'ൻ' and typing 'ma' will
produce 'മ'. If we type them together 'nma' we expect 'ന്മ', not 'ൻമ', since,
when we put 'ൻ' and 'മ' together they will not form a ligature, but here we are
forcing for their ligature. To get 'ൻമ' we will type 'n_ma'.

Hope it gives some hint.
