ULS is developed and enabled on Wikimedia projects by the Wikimedia Foundation (which hosts the wikis), i.e. by the [[mw:Wikimedia Language engineering]] team, overseen by Erik Möller over it etc. So, there isn't a document explaining the decision-making process (AFAIK), but in short it's like in any corporation, hence hierarchical not democratic.
