I know nothing of the ULS, except that it's one more thing slowing down my access to a page, and I'm in North America on a fast computer and a high speed internet connection. However, Vishwaprabha has hit the nail on the head. Wikimedia projects are becoming increasingly inaccessible to users, including readers, who are in our largest target audiences. This is at least in part because the primary developers of unavoidable MediaWiki extensions are *not* testing in less than ideal circumstances. This is a systemic problem, of which ULS is only one example.
