There should be a very very small percentage of browsers / devices that only support webm vp8 and not vp9, as vp9 gets more "out there". I would suggest only encoding vp9, and deprecating vp8 over time. On the low end, Ogg will be less CPU intensive to decode in JavaScript so will be a better target for that use case. Hopefully JavaScript decodes will use codecs designed for that.
