While I was chatting with @Krinkle on IRC, he found out that https://gerrit.wikimedia.org/r/c/mediawiki/core/+/582022 caused Database::lock() to be treated as a write operation now. This was not the case before, and indeed should not be the case. This means the error reported here is spurious, the transaction isn't actually spending a lot of time in writes.
