I would suggest this approach to keep the first version minimal:

1. Implement optimised page banners for desktop/mobile experience that use 
wikidata property.
2. Allow override of banners with something akin to {{PAGEBANNER:Different 
banner.jpg}} (similar to display title)
3. Deprecate the Wikivoyage template in replace of the above (the existing 
template system will never work if you want the banners to be responsive and it 
would also allow us to make the page heading the thing inside the banner) - we 
can do this programatically e.g. stub out the template in the extension or just 
manually phase them out. We could even explore the use of that template in the 
page as doing something like NOTOC (e.g. NOBANNER ) in the interim

@Wrh2 we would use the existing wikivoyage look and feel for banners as a first 
version, so I'd be hoping for lots of input from the Wikivoyage community. Do 
any of the the existing Wikivoyage template designer/developers have Gerrit 
accounts they would be able to freely tweak this and help us with this?

If so I think this is quite a well scoped GSoc project. it might be a little 
ambitious but we should be able to make good progress getting this done.
