It would work on both desktop and mobile and anything is up for grabs - the goal would be to build something generic which meets Wikivoyage's needs (if that includes table of contents stuff so be it!). We'd get it deployed to beta labs http://en.wikipedia.beta.wmflabs.org/wiki/Headings and I'd hope it would be very community driven (I would simply ensure the code was built well, was mobile friendly as well as desktop friendly and built in a generic fashion that would allow other projects to use it if they wished).
If this is a GSoc project I'd hope that a Wikivoyage community member could be a co-mentor.
