It seems the main thing in this issue is using a proper option `--start DATE --init` (as by @addshore in T186161#6922518 <https://phabricator.wikimedia.org/T186161#6922518>) or `-s DATE` (as by @Louperivois in T186161#6684236 <https://phabricator.wikimedia.org/T186161#6684236>) with 'runUpdate.sh'. Though I am still curious why does the place, where I set a time zone in LocalSettings.php.template, have an effect on the updater as I mentioned above.
