For sitelinks, it looks like this happens in `SetSiteLink::getChangeOp()`, with a call to `$site->normalizePageName()`; the result ends up in `SiteLinkChangeOpFactory::newSetSiteLinkOp()`. For Commons media, it looks like we already normalize the page name in `CachingCommonsMediaFileNameLookup`, but that class is only used by `CommonsMediaExistsValidato)`, which only checks that the normalized name isn’t null before throwing it away. (More or less the same thing seems to be true for geoshape and tabular data validation, too.)
