I agree with ChristianKl rather than Taylor here. Allowing / disallowing sitelinks to redirects is a Wikidata problem, not a Wikipedia problem. Therefore, I think it is preferable to store the necessary information in Wikidata rather than in Wikipedia. I curate redirects on two Wikipedias (en, yue) and also edit Wikidata regularly, and I really dislike the current workflow which requires me to edit a Wikipedia redirect page just so that I can add a Wikidata sitelink to it. I would much prefer the permanent solution to store the "intentional redirect" flag on Wikidata rather than Wikipedia.
