Actually found something close. It's called "My Screen 3". It's $20 for the licensed version. It gives me a full set of drawing tools that floats over whatever I have up on my screen. I can start Wink, use the drawing tools to point, box-in etc, then launch my application. OBTW, I'm famous for asking obtuse questions. I guess what I'm doing is what you suggest: simulating a Smartboard. I don't know why I didn't just say that.
