well, while COL and Wikieducator can't set up a widget, I and anyone else could set one up with the expressed purpose of funding something in Wikieducator. The widget I have used before is called ChipIn and it uses Paypal to facilitate the transfers. Now the only outstanding issue is how to trust individuals who set up a ChipIn for the purposes of raising money to do things for Wikieducator.
With this approach of individual initiative, it seems to bipass the limitations of COL, or the need for a not-for-profit entity setting up a trust account - although the NFP doesn't hurt, it would be wonderful to see individuals taking the initiative in my view.
