The generic log frame (part of the results based managment methodology) we
are adopting to map and plan a large project like the OER University
includes the "Open Technology Infrastructure" initiative. See:

Each initiative will require a number of activities (the building blocks) of
the larger ecosystem for the "OER University Concept".  So for example, the
"Open Design and Development" initiative will need educators with the
necessary skills for the collaborative design and development of OER.
Therefore, the Learnig4Content project (which provides free training) is an
activity of the Open Design and Development initiative. See for

the OER University log frame.

Similarly, I see the NREN and comms stuff as activities which could
categorised under the "Open Technology Infrastructure" initiative. Clearly
this is a significant component of the evolving ecosystem. Please go ahead
and set up pages for these specific activities and help us with planning and
building the OER University.
