They are profiteering off public domain material (at least in the case of Warsaw Ghetto Uprising). As it's public domain, there's no actual legal requirement to provide attribution... Although it's certainly not nice, is it actually breaking copyright/ the law in this case? For copyrighted / Creative Commons images, it's obviously a very different matter...
