I think this is typically something that can be decided locally - but it is a good idea to exchange experiences!
In the Netherlands, as far as I know (but we have active volunteers who always do more work than I know!) we dont have a process of checking every image. We assume good faith like we do with every image description in commons. However, we could perhaps do a run on the templates with a bot by the end of the contest to check them against the database to see if they exist. I am no fan of all fancy javascripts on commons because they make everything so much more complicated - but do what works best for you! Lodewijk Am 7.
