Hi Rupert

We are not decide to use the letter to represent Provinces, or using this( 
http://en.wikipedia.org/wiki/Telephone_numbers_in_China#Area_1 ) for every city 
since we are not sure either can we create by ourselves or the number of 
monuments we can get for list.
