HI Lodewijk:

I've extended a functionality of my WLM tool to show the tool or Campaign
used to upload the image (see the data for India
<https://stats.wikilovesmonuments.cl/2017/india>). I've checked a few
random images and they have the template, but they haven't a description or
another indian template to identify the monument.

Using petscan <https://petscan.wmflabs.org/?psid=1255356>, there are two
images without the WLM template in India.
