OK, went through ~1/3 of that list. Quite boring :) I found mostly users from France and Germany that uploaded images from monumental buildings but that did not participate with WLM. Some from Spain. May be worth the effort to ask them if they're aware of the competition, and whether they are trying to participate. They upload typically quite a lot of photos, and are not newcomers. That leads me to the impression that even if they are trying to participate, they are probably not following recommended processes.
