Hi! This is relevant only to smallish countries where one language is mostly used and that language is not used anywhere else (like Latvian, Bulgarian, Estonian, ...).
This PetSacn query finds uploads without categories BUT with Latvian description (new uploads at bottom of list): https://petscan.wmflabs.org/?language=commons&project=wikimedia&depth=1&categories=Media%20needing%20categories&ns%5B6%5D=1&templates_yes=lv&ext_image_data=on&file_usage_data=on&interface_language=en&active_tab=tab_output To use it for other language, change lv to other language code.
