Oh, so it's the same as with some other templates for linking, I forgot

How about specifying no link? For example: right now, we're linking the
"Find monuments" step in the process buttons, but others have no links,
so Commons reverts to linking to icon images (such as
File:Wlm-icon-cam-red.svg), which could be confusing to users.
