IIRC one of lessons we got then 2006 was that the way then taken wouldn't have been the best, and some sort of outsourcing would be help. But then WMF has only two paid staffers, and US visa issuing policy might be modified reflecting its relationship to the rest of the world, so things might go differently next year...
