In fairness to the WMF tech team, and without totally absolving them of delays, it looks like a lot of the delay has been related to problems contacting and exchanging information with the OTRS inventor. Not that the WMF couldn't have put more energy into staying in touch with him, but it's worth noting they have made periodic efforts to work with him on an upgrade.
