We don't advertise drafts on red links or search yet, we haven't figured out how to deal with drafts for articles that already exist, how to present a proper feed of drafts, and lots more. Plus, it's only on English Wikipedia so you're not going to get much bang for your buck working on implementing some kind of suggested content via Wikidata.
