Yesterday the committee did not have quorum at its monthly meeting,
which is adjourned until next Sunday.

However the committee has used its wiki voting mechanism, developed
last December[1], to finalise the date of the AGM as 25 November, and
the outline the method to be used for committee election at the AGM,
being electronic voting using either memberdb or Adam Jenkins software
depending on feedback from the community.

Resolution: That Wikimedia Australia will hold its 2012 Annual General
Meeting on 25 November 2012 16.00 AEST, and the following timetable is
in effect:

21 October 2012 16.00 AEST: Software for the election at the AGM must
be published.

26 October 2012 16.00 AEST: All resolutions, including rule changes,
must be proposed, seconded and published according to the proposals
policy.

27 October 2012: Electronic AGM notice to be sent to
[email protected], with members to acknowledge receipt by email
to [email protected]

28 October 2012: Prepaid post AGM notice to be sent to all currently
financial members that have not electronically acknowledged receipt.

1 November 2012 00:01 AEST: Membership database is closed until the
AGM has concluded.

9 November 2012 12:00 AEST: Nominations open.

14 November 2012 12:00 AEST: Nominations close.

16 November 2012 12:00 AEST: Election opens.

23 November 2012 12:00 AEST: Election closes.

24 November 2012 12:00 AEST: IRC nicknames to be published on the
Wiki. Proxy forms to be submitted to the Secretary.

25 November 2012 16.00 AEST: AGM

26 November 2012: Membership database is opened.

Recognising that Resolution:2012 Annual General Meeting sets the AGM
date at 25 November 2012 and election software must have been
published before 21 October 2012,

Resolution: That Wikimedia Australia accepts the following electronic
software as candidates for its committee election, and requests that
members and the public inspect the code for suitability:

1. Adam Jenkins' software which uses Single Transferable Vote

2. memberdb which uses it's own formula that was designed to the
specifications of Linux Australia, and adopted by Linux Users
Victoria. It implements preferential voting, but with variations on
the typical algorithm to support people standing for multiple
positions and having multiple people elected to a single position.

The committee notes that like Linux Australia and Linux Users
Victoria, Wikimedia Australia allows candidates to stand for more than
one position, and the position of Ordinary Member has multiple people
elected to it.

The committee requests that both pieces of software are to be set up
for all financial members to trial until 4 November 2012. These trial
implementations may occur on any server.

The committee accepts that code changes may be made between now and
the election to resolve problems identified with the published code.
All software fixes must be published before 4 November 2012 when the
committee will select which software will be used.

The selected software must be installed on the Wikimedia Australia
server by one of our system administrators, and all candidates in the
election must not have access to the Wikimedia Australia server after
the election opens.
