Have you tried the Content Translation tool

recommend encouraging the use of this tool for new users trained through
outreach programs.

The Tamil Wikipedia community has started promoting the usage of this tool
for new editors

and we are getting 100s of quality articles in just a few days. The tool
solves more issues beyond translation like:

* Choosing the right topic (If it is in English Wikipedia already, it is
less likely be deleted for notability and other reasons)
* Providing quality content for translation
* Users don't need to spend time learning Wikipedia Manual of Style, Wiki
Markups, etc.,
* Providing proper attribution
* Avoiding copyright violation
* Adding Wikidata links

Once the new users understand how to use this tool, we are getting
continuous engagement and quality contributions which were not possible
before because of the long learning curve.

The only thing that you need to emphasize and take care is that they don't
submit machine translated texts without correction.
