Tell uploaders, if they upload images published elsewhere without clear
licensing information, especially if the images have been created pro-
fessionally, to coordinate their uploads with OTRS; tell others to avoid
starting mass-deletion efforts without carefully coordinating that with
the community in a suitable forum first. That would seem sufficient.
