The question of "authorised *who*?" is one that only serves to distract attention from the main message. I prefer the current wording of the legislation description: I don't think people will mind reading a few extra words there... it's not like they have anything else to read!! :-) That said, I'm sure this list is not the best place to discuss the banner wording.
