Currently 20% is being enforced by reminders from Rob or his delegate during the days that a person's signed up for it. It's typically going towards code review or deployment support. When a person's not ponying up, Rob will escalate the issue if needed. In some cases we've created exemptions (e.g. fundraising engineering has only 2 staff right now, so they're exempt until they get a couple more engineers on board, so they can get any work done). I'd love more metrics, of course. Do we have any git/gerrit metrics already?
