Actually, a discussion started this morning again about what needs doing before the branch happens. The release manager for this cycle listed a couple of bullet points. That thread is here[0]. In general, the RC cycle is pretty quick--there's no firm rules, generally lasts a couple of weeks while any major remaining blockers are ironed out.
