Two answers, possibly oversimplified: First, supporting Mediawiki for 3rd parties is not a priority for WMF in recent times, so QA efforts have been focused elsewhere. Second, volunteer QA testing in general *is* a priority for WMF right now, so a volunteer QA effort to test Mediawiki releases would be a likely candidate for WMF support.
