I feel like a much better experiment would be to:

1) Do what you just did
2) Request Tor access on a specific wiki
3) Edit for a while and become an established editor
4) Then ask for a global exemption

If anything it is good for stewards to not randomly grant global exemptions
to anybody who walks in off the street.

If anything I would try testing out the enwiki-specific exemption process
and see how that works out for you.
