That's no help; because it'd be trivial for any person to get any number
of those certificates and we're back to one editor holding multiple
identities in a way that cannot be collated by checkusers.

Unless you're willing to add a price tag to this that has value to the
socker (and no, "time" or "effort" aren't it -- POV warriors have plenty
of both when they have a Truth to Defend™) then it offers no solution.
