Not necessarily. I think we can assume power users who registered
pre-Vector have totally done that, either to explicitly opt-in to vector or
to stay with monobook or CB or [one of the other now-removed skins that
still appear in the user_properties table]. But power users who registered
after the Vector default switch - I can't see a reason for them to
explicitly enable it, if they're comfortable with it. Anecdotally I know a
few strange creatures who fall into that category, although personally I
prefer Monobook.
