This, imo, was caused by lack of moderation software (structurising it, for instance). But there also is a question as to who would take it from the "dumping ground" form to a list of bugs and priorities. I hope we can code some software that integrates well with a bug tracker and eases some routine work. Merging and splitting bugs?
