That's probably because you are using the 'mainline' README, which is
for kernel 2.6.29 where the wimax drivers have already been included.
The text next to the link for the -mainline readme says:

"For making the network service work with the 2.6.29-rc kernels, see
here"

You don't have 2.6.29-rc kernels though, so that readme probably doesn't
apply to you.

Instead:

http://linuxwimax.org/Download

and check out the v1.4.0 "README-i2400m" file, and use section 2.2 as
your guide, which details how to build the stack and driver as a
standalone module.
