My concern is in my Router settings, whenever I make any changes and hit apply it takes SEVERAL cycles for the changes to take effect, if they do at all. Most of the times the browser times out and does not take me back to the settings page. Watching the display on the router (it's a Linksys BTW) I see it going through the reset process.

Three possibilities: computer wireless nic, wireless portion of router, or the whole router. Since you can sometimes see another wireless signal, the computer wireless nic is probably ok. Since it takes a number of cycles for changes to take effect, if at all, on the router, the whole router (not just the wireless portion) is suspect.

Try a hard reset to factory defaults on the router. On Linksys routers, a hard reset is usually accomplished by holding down the reset switch for about 10 secs, but check the manual to be sure. Then reprogram the router to see if it now functions correctly.
