Although I have the latest AMI BIOS, the only "lock" I can put on the BIOS is to restrict access to the BIOS setup and not to restrict the boot process.
I believe you need to dig further by RTFM. Usually it's a pull down menu DOS style & the choices are Bios or System under Password but it certainly is possible that HP deliberately made their systems less secure but I still some how doubt it. It's one of those deals that no matter who was telling me this I'd have to see it to believe it.
