It's a perfect marketing campaign for both the hardware makers and MS. Get people that are still running earlier versions of Windows to finally make the plunge and get XP, only to discover how poorly it runs on their older systems. So they upgrade that, too. And then next year they upgrade to Longhorn.

"Buy our soon to be obsolete operating system while it lasts!"

A close-out sale? They ought to cut the price of XP 50% if they want lots of buyers, or include a discount coupon for Longhorn.
