I bet he has a Dial-Up connection listed Network Neighborhood/Properties. I have this happen on my laptop from time to time as well but I need the Dial-Up Connection for my Cell Phone & Land Line use. When Windows can't find an active connection it looks to initiate a new one. I bet if he tweaked his wireless connection properties he could all but stop it completely. BTW this is what I had to do but sorry I don't recall the specifics.
