Something is causing Windows to believe that your broadband connection has failed, and therefore it's wanting to go to dial-up as an alternative.
Following up on this, you said wind can knock out your wireless. Is this
because you're using a highly directional antenna that can sway in the wind? Perhaps the antenna mount needs to be stabilized more.
