You might not be aware of it, but individual users are not supposed to be using "Stratum One" time servers. The reason is that these time servers are supposed to service "Stratum Two" time servers that synchronize large networks of time servers. If you are not synchronizing dozens of computers, you should stick with Stratum Two or 'further removed' servers. For individuals, the safest thing to do is put in 'pool.ntp.org' where it asks for a time server.

Are time.windows.com or time.nist.gov stratum one servers? If they are, MS messed up by putting them as choices in their XP Internet Time service. :D
