Running 'ntptrace -v time.nist.gov' shows it is: Stratum 1.
Running 'ntptrace -v time.windows.com' shows it is: Stratum 16

Stratum 1 is a no-no.

Stratum 16 will not allow anything to sync since there isn't
a Stratum 17.
