Is there a way to make a batch file to substitute a value in

Ideally: right click on a file, and select "shorten path", to
either 1) generate and register a new, abbreviated "short path",
or 2) select an existing short path, to prevent duplicates --
and also, choose either: 3) place this abbreviated path in the
clipboard, or 4) paste it at the current cursor location.
