I suspect that if the phone lines were used 99.9999999% for doing 
pirating, they *WOULD*.  As the decision said [and I mentioned], the 
question is the balance of legitmate use to improper use, and you have to 
be REAL myopic not to see that the file swapping programs are 
overwhelmingly used improperly.
