The obvious answer to that would be since most individuals and companies 
wordwide use the Internet and
are so dependent upon it to conduct their everyday business wether its in 
e-mails, teleconference, video conference, e-commerce. 

 Just think for a moment that the studios themselves depend on the internet to 
do their daily business
major record and movie companies use the internet to colaborate their films and 
music, special effects.
Yes the studios temselves can place some restrictions and curb them on the 
cable and telephone companies as in restrictions of mergers and media ventures 
but for the reasons of dependency (access to e-mail, music ect) it would be 
illogical for them to exceed thier authority and go out of bounds entirely 
after the telephone and cable companies distribution nets that provide the 
infrastucture that gives us access to the global network and besides if they 
did there'd be NO INTERNET!?

I wonder why the studios and record labels haven't gone after the telephone
companies and cable system.
Without them, the downloading would not be possible.
