You need to place the /PAE at the end of both lines in your boot.ini file like 
this:

The modified boot.ini reads;
[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]  /PAE
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP 
Professional" /fastdetect  /PAE

A space must be placed before the /PAE

Thanks Marc, but still no joy. My Computer/properties still shows only 3.00 GB

Belarc Advisor shows this;

Is there anything else I am missing?  I believe that I mentioned that 
the bios detects the 4GB RAM.
