For 9x the partitioning is part of fdisk but that is not so with NT based OSes. When installing Xp one is given the opportunity to install to an existing partition if one exists or create a new partition. Formatting comes after partitioning. When one adds a drive to an Xp system then that one has to go to My Computer & right click on top of it then left click Manage, Storage, Disk Management then right click on the new drive to get an assortment of options such initialize & once that is done you can partition then format.
