If you are re-installing to the same hardware configuration, it will
re-activate over the Internet without complaining.

In fact if you are re-installing after some period of time (I don't know how
long, in my case it was at least a year), re-activation won't care that you
have a different hardware configuration.

And in the event that re-activation via the Internet fails, yes, Microsoft
answers the phone 24x7 for re-activation problems.
